The top four of the Sequence were all legends. Jiang Tianyang had originally been fourth, but he had successfully challenged the former third, Zhou Ming, and risen one place.
Those two, lacking sufficient cultivation, had each contracted only a single Overlord-level pet, and so Zheng Hai had fixed his sights on them without hesitation.
Everyone's got one, so who's afraid of whom?
He couldn't very well challenge Shi Jin, who wasn't even a Legend yet and only ranked fifth in the sequence—that would be far too ungracious.
