Gao Yang stood on a large rock, looking down at the hundred-odd people below. He had already spotted Amber lurking furtively in the crowd, and had half a mind to drag out that troublemaker-in-waiting then and there, but on second thought he said nothing.
Then he cleared his throat and announced in a voice loud enough for everyone to hear: "People of Cecil, I have something to say concerning your future—and the new laws of the Cecil domain!"
